With reference to my confidential despatch of 6th
September, 1938, forwarding the report of the Committee appointed to consider anomalies arising out of the introduction of new scales of salary, I have the honour to forward for
consideration the accompanying petition from the European
masters of the Education Department on the subject of the
salary scales proposed for European masters.

When the revised scales of salary for European masters,
as originally approved and as now contained in Appendix 6 to
Gneral Orders, were announced in March, 1937, a petition was
submitted by these masters to the Director of Education. The points made in it were very similar to those now submitted in
their petition to you. This petition of March, 1937, was considered by the Anomalies Committee and their recommendations as affecting the European masters were made after such consideration. I also considered that petition along with
the draft report of the. Anomalies Committee and I caused the
petitioners to be informed that I proposed to recommend to you the approval of the proposals of the Anomalies Committee, but that I also proposed to recommend the creation of one additional post in the headmaster grade, the reasons for which I will explain later. The present petition is the result.

I have given the matter further careful consideration in the light of the present petition and still feel unable to support the principal requests of these officers. Taking the position as a whole and having regard to the circumstances of
